Halifax County Commissioner of the Revenue

The Commissioner of the Revenue is a constitutional office of the Commonwealth of Virginia and the County of Halifax. The Commissioner is locally elected every four years and is the chief tax authority for the locality from which they are elected. The present Commissioner of the Revenue is Brenda Powell. She has extensive experience and education in the field of assessment and state income tax. Her goal is to provide efficient, effective and courteous service in a timely manner to the citizens of Halifax County .

Mission Statement:

  • The Commissioner of the Revenue is the chief assessing officer of the local government and is regulated by the State Code of Virginia.
  • The office is responsible for fairly and equitably identifying and assessing all sources of revenue to which the County is entitled according to the laws of the Commonwealth of Virginia and the County of Halifax.
  • Taxpayers are provided with accurate and useful information concerning all revenue assessments.
  • The Commissioner of the Revenue is responsible for diligent and careful maintenance of records in Real Estate, Personal Property, State Income and Business License taxes.
  • The office offers friendly, fair, and efficient service to our citizens and we strive to improve our procedures to best benefit taxpayers.
  • The county officials are provided with accurate and useful information from which decisions can be made to best serve the citizens of Halifax County.
  • The real estate in the county consists of 31,700 parcels of land. There were 53,000 personal property valuations and approximately 977 Business Professional and Occupational licenses (BPOL) issued.
  • There were over 8100 state income tax returns with refunds and tax due processed for the year 2002 in Halifax County.
  • The office of the Commissioner of the Revenue is located in the Mary Bethune Office complex in Halifax, Virginia. Our office hours are from 8:30 a.m. to 5:00 p.m. Monday -Friday.
